Statement of Services: The Community Development Department consists of the following functions: Building, Code Enforcement, Community and Economic Development, Engineering, Housing and Planning and Zoning. The goal of all Divisions is to enhance the built environment and quality of life in Mount Clemens.
The Building Division is responsible for the review, permitting and inspection of all construction in the City, as well as, inspection and issuance of commercial occupancy certificates.
The Code Enforcement Division is responsible for the enforcement of the Property Maintenance Code and Blight Ordinances for the City. This Division works to ensure that all properties meet the minimum standards set within the City’s ordinances. The Community Development Division administers the City’s allocation of federal block grant dollars through the Macomb Urban County program.
The Economic Development Division is responsible for development and improvement of the business and industrial districts in the City. This Division supports the Downtown Development Authority, Brownfield Redevelopment Authority, and provides assistance to businesses on available incentives to assist economic development projects. The Division is responsible for business retention and expansion throughout the city, improving the economic base of the community, creating employment opportunities, and reducing commercial and industrial property vacancies.
The Engineering Division designs and inspects City utility and road projects and reviews, approves and inspects all private site plans and development.
The Housing Division administers the City’s Rental Registration and Inspection Ordinance. All rental properties within the City are inspected under the International Property Maintenance Code.
The Planning Division provides information and staff services on all matters coming before the Planning Commission and Zoning Board of Appeals. Staff also reviews proposed developments to ensure compliance with the City's zoning ordinance and master plan.
Vacant Property Registration
The City of Mount Clemens has enacted a Vacant Residential Structures Ordinance. All homes that are vacant more than 30 days are required to register their property with the City of Mount Clemens. Please click on the links below for a copy of the Ordinance and the related forms.

New Residents - We Want to Help!
As a new resident, we want you to be aware of the following services available in the Community Development Department. If you should decide to remodel, add onto your house or build a garage, you or your contractor is required to get the necessary permits to do the work. In order to obtain a permit, a contractor must be licensed by the State of Michigan.
Once the permits are issued, the City’s staff of trained and experienced inspectors will start the process of assisting you. Through their various inspections, the City will verify that work is being done according to current building codes and accepted standards of good workmanship. This is a distinct advantage to you, the homeowner, because you will be assured of receiving quality work and a safe final product.
