The public participation part of the agenda shall allow any person to address the Commission on any matter. All matters shall be addressed through the Chair and no person shall speak longer than three (3) minutes. The Chair shall not permit personally abusive, slanderous or profane remarks about any person. Nothing herein is intended to limit or restrain negative, positive or neutral comment about the manner in which an individual, employee, officer, official or commissioner carries out his or her duties in public office or employment. At the conclusion of a speaker’s remarks, the Manager, Mayor, Commissioners, or City staff may answer specific questions posed and/or clarify points as deemed necessary. Neither the Manager, Mayor, Commissioners nor City staff, shall interrupt or engage in debate with speakers or other members of the public during public participation.

9-A - Request Approval of a Multi-Year Commitment with Funfest Productions, Inc., for Producing the Annual Stars and Stripes Festival in Downtown Mount Clemens.

9-B - Request to Charge an Entrance Fee for the 2011 Fourth of July Fireworks.

9-C - Request Approval to Re-Allocate Community Development Block Grant Funding.

9-D - Request Approval of the Allocation of Community Development Block Grant Funding for Fiscal Year 2011.

9-E - Adoption of a Resolution Increasing Business License Fees.

9-F - Approve Purchases and Payment of Invoices.

10-A - Second Reading of the Request for Rezoning of Property from R1-A Single Family Residential to MU Multi-Use.

10-B - Grant Permission to the Knights of Columbus to Conduct Their Annual “Tootsie Roll” Drive on April 15, 16, and 17, 2011.
